Internet options' icon is showing in my control panel however when clicked flashes and then nothing?

I have made some recent system restore's as I couldn't navigate away from my yahoo page. I can now use yahoo ok(ish) but the whole thing feels shakey. I also downloaded ie.7 again. HELP
